Can I be skinny but ripped at the same time?

I'm male 5'8-5'9 and I want to get down to 110-115 and have muscles and definition to my body. I want to be skinny but ripped.

I want to have a defined 35 inch chest and I want a very flat stomach with my abdominal muscles showing and a 27 inch waist and I want slender 35 inch hips with no fat on them at all and I want to have 17-18 inch thighs but 17-18 inch muscular thighs.

I weigh 200 pounds and have a 42 inch chest, 35 inch waist, and 42 inch hips.

I want

chest to be 35 inches but muscular and ripped

Waist to be 27 inches and defined with abdominal muscles

Hips to be 35 inches with no fat

thighs to be 17-18 inches but have toned muscles.

Is it possible for me to obtain these measurements if I got down to 110-115 pounds and being ripped or have muscles without going over 115 pounds?

115 is the limit and once I reach my goal I don't want to go any higher than 115 pounds. I want to stay in the 110-115 range for my 5'8-5'9 height.
