The rules DO apply to him. That's why he was charged. Elected officials cannot be removed from office just because they are charged with a crime. They can (usually, I haven't read Idaho's Constitution) often be impeached and thus removed, but that is a long process, and a DU is probably not a strong enough case to act upon.
The people of Idaho will decide what to do with him in the next election, by which time he'll have been convicted or acquitted.

1. He isn't running for anything right now. He is a sitting Senator and is not in a re-election battle.
2. He doesn't make DUI laws....those are passed by States. So I have no idea where you have come up with the idea that he makes rules that don't apply to him.
3. If the Senate wants to expel him, they can, but he's hardly the first Congressman or Senator to get a DUI.

DUI laws are made by the various states, not by congress. Not that that excuses what he did.
This is not (by a long shot) the first instance of a government official not abiding by the various laws.

You can't remove every congress person from office just for driving while drunk, although because he is a republican who lied when he said he doesn't drink, then he should be removed.
