    The music is in trebel clef. The symbol is drawn in a very, very old way.

    And I think the time signature is in common time (or 4/4), hence the 'C' at the beginning.

    As for the actual notes, I can make out the note heads and flags just barely, so it is possible to distinguish between half, quarter, eighth, and sixteenth notes. It's just very hard the read the way this piece was written, since all the notes aren't connected by beams as you're used to reading them.

    Just the same as any other kind of music, where the circle is, that is the note. And the line attached to it denotes whether it is a quarter, eighth, sixteenth etc. note. Look to the circle for if it is a half note as well, it will be open. Hope this helps, any questions please just ask.
