My ISP says my address can't get high speed internet?

I tried to upgrade my internet to 12mb/s but the guy at AT&T says your speed at your address is 712 kb/s and it's the max and can't upgrade.. Why?

Update:

I'm currently getting around 70kb/s download speed and that's bull.. My speed is nowhere near 712

Update 2:

Well, I think it's either 70 or 712

You did not say but it sounds as if you are on DSL. If that is the case, available DSL speed is based on how far you are from the telephone company switching office. There is actually a maximum distance (around 13000 feet or a bit more than 2 miles) past which it is not feasible for DSL. So, if you are too far from the phone company switching office, you have what you have, in other words it is what it is.

I don't know where you got your speed figures from but speedtest.net is about the standard for speed tests.

One other thing is that, if you are getting 70 kbytes per second down, that is about 560 kbits per second as there 8 bits in a byte.

AT&T and other internet services can only offer their faster speeds to certain areas.

For example, where I live, I can get the U-verse service, but I can't ger DSL, because they replaced all the DSL Lines with Fiber optic (aka, the U-verse connections)

They only replace the old service lines in populated areas.

Your maximum connection speed is based upon by your home's distance to a central office. There's a hard limit to how far out high-speed can go, and if you're 25 feet beyond that, you're out of luck (until the ISP gets around to running fiber in your area)

Try calling your local cable TV provider, since they don't use telephone lines and if there's cable running in your neighborhood, you can get higher-speed service that way. For example, we have DirecTV but get our internet via Time-Warner cable, which is faster than DSL anyway.
