Can you be 115 pounds and ripped?

Male, 5'8-5'9 and I weigh 200 pounds and I want to lose 85-90 pounds of fat and an additional 30-40 pounds and gain back the additional 30-40 pounds to muscle. Would it be possible for me to be skinny/slender but ripped at the same time? Can I be 5'8 and 115 pounds and still have muscle and be ripped at 115 pounds?

Is it possible to have 17-18 inch thighs but just muscle?

    115 lbs is way skinny fir a male. 160 is a good weight but yes you can be ripped at 115. Probably look more like skin and bones tho
