The variety of questions you're asking are not very general. They're all concerned with specifics that would require studying physics and architecture and psychology. If you want HUMANS to live on this new planet, you CANNOT stop war, because that is inborn to ALL social animals on Earth. Crime depends on laws, and only humans have WRITTEN laws, but other social animals go against their culture's norms and get punished for it.
If I had PERFECT freedom to design the road structure, and enough time and resources, I'd add Levels to the highway, so it would be more like a tall building. That would give a person more options of where to go without taking up as much ground space.

I recommend finding a game called SIMS 3000 or an earlier version. You can try many scenarios in this game and make your world. It doesn't address all of the questions you list, but very many of them. The course work that supports degrees in humanities and fine arts would also provide much of the knowledge (at least on an introductory level) for these questions...which goes directly to the heading question of "How to become a generalist?"
