I found that a very simple image easily achieved with basic equipment if you understand what you are wanting to do.
Perhaps you should understand some more about photography before making an investment - many courses are available everywhere
Then decide what you really can make good use of . A good P&S may suit you (eg Canon S100 - Amazon has it for $250) or DSLR http://www.dpreview.com/articles/9566705626/buying...
The image will be decided far more by your skills than by the cameras properties

You are a little low on your budget. Get the Nikon D3200. When you make some money, buy a 50mm f1.4 and you can get some really nice looking shots with that lens. The kit lens will be just fine but to get a look like you are after you want the f1.4 and shoot it wide open or up to f2.

For under $500, I would like to recommend the EOS Rebel T3. The photo quality for this camera is great. It does good in low light. using the basic lens that you have with this camera will give you all you need for day to day shooting. This camera is great for beginners and professionals alike.

I recommend that you go to a camera shop and let them show and explain to you what they have. Try to find a good sized shop as their selection will be broad. Good luck.
