In my jurisdiction they can charge anyone #1, #2, #3 anyone with misdemeanors. Also can charge someone with any number of counts of the same crime
They cannot charge anyone with a felony, only the county or state prosecutor's office or a grand jury can do that. They can charge one person with any number of counts of the same crime or multiple people for the same crime.
In the US there is basically no such thing as a police women or man. They are all police officers.
Sargent is spelled Sergeant, Just looked at my old badge to make sure.

The police do not "charge" anybody with anything. That is up to the prosecutor. The police arrest you.
If you ask again in English, you might get a clarifying answer on your question.

your question s confusing, if many cops are saying the same charge then you will be charged that crime but it sounds like you are talking about counts, an that means you are charge with a crime cause you did that crime multiple times so for example you could be charged 5 counts of assault which means you assaulted 5 different people or the same person 5 times

IN an incident, you only receive one charge, but if you are asking all the officers there what you are being charged with and they say the same thing, it is still only one charge. BTW, the title is sergeant.
