Q. Who can apply for Italian citizenship?
A. descendents of Italian citizens (up to the second degree):
anyone who has served in the Italian Armed Forces;
dependent employees of the Italian government, even abroad;
residents in Italy for at least 2 years before reaching the legal age of 18.
if born on Italian soil and residing legally and without interruption from birth until the
legal age of 18.
if residing on Italy after 2 years of marriage to an Italian citizen; if residing abroad,
after 3 years of marriage to an Italian citizen. In the above periods the spouses must
not be legally separated and there must be no dissolution or nullity of the marriage or
cessation of its civilian effects. The terms are half-reduced if the couple has children

You can become a citizen of a country after you have lived there as a lawful permanent resident for a certain amount of years. How many years depends on the particular country, as every country has its own nationality law.
Since any citizen of any European Union country is allowed to live and to work in any EU country, not just the country of citizenship, you start by dating exclusively gals (or guys) who are a citizen of an EU country and wouldn't mind moving back to the country they worked so hard for to leave. You then get married, your spouse reestablished domicile in their country and you move there, work there, pay taxes, learn the language, and eventually, you can become a citizen of that country and move to Italy.

Get married to an Italian. Actually marrying any EU citizen should do it. Eventually.
