How can you edit a anime character skin color?

Well I love anime and I love editing pictures.....there is a problem I love editing anime pics I am trying to edit their skin color because I am black and I want to my some of my favorite anime pics into black charaters because there is not really any black charaters in anime.....where can I edit their skin color or what website can I go to so I can edit their skin color? :-( please help
