Your question appears to be; can the police issue you a court summons at a different time and location than when you committed your crime? The answer is fairly obvious - YES.
Many times the police are called to investigate crimes that happened when the police weren't at the scene of the crime. These can vary from car crashes all the way up to murder or rape. It doesn't matter if the police where there or not.
