where can I find "permissions" in windows 8?

When I first downloaded windows 8 I accidentally clicked to deny access to my camera, but now I can't figure out how to allow it access. Microsoft's support website says to click settings and then permissions to change it, but I can't find permissions anywhere. It isn't under my settings and nothing comes up when i search it.

    Open control panel

    -> User accounts

    -> Change user account control settings

    -> Set it (Never notify)

    Second way

    Right click on C drive

    -> Properties

    -> Click on Security tab

    -> Click on Edit and change permission

    Press Windows button+C

    Click on settings

    You'll have three options - Privacy statements, Permissions, Rate and Review

    Click on Permission.
