JWs: Are elders the only ones who can avoid the consequences of serious sin based on the passage of time?

It has come to my attention (thanks to "JWstruggle") that elders who have committed a serious sin can be spared disfellowshipping or public reproving as long as the sin happened more than a few years ago. I am wondering if publishers who are NOT elders have the same luxury. How do you know? Thanx!

    No, the "domestics" can also escape punishment providing they prove to the judicial committee that they are genuinely repentant. Paedophiles and those who have had blood transfusions but who have confessed their sins to the elders and who behave themselves might not be disfellowshipped. Of course, if the offender is male, he could be stripped of his privileges in the congregation. That doesn't apply to females because they don't have any privileges in the congregation.

    Of course, elders have the advantage of having access to the handbook "Shepherd the Flock." which details all the powers and authority they have over the "domestics." Check it out below (GT):
