Is a "Yaesu ft-60r" a good HAM radio to start with? I'm completely new.?

I am just starting out learning about CB and HAM radio, I would very much like to get my amateur's license. I have a couple CB's I'm trying to get them programmed etc right now. But I was looking at radios online and I saw this one for cheaper.

Is it any good, I'm looking to communicate locally in my state and within the US, although it would be nice to talk outside the US.

As I said I'm just starting out, does anyone have any material or websites they could point me to that would get me JUST STARTING OUT, literally I know NOTHING about any of this stuff but I want to learn and ASAP! :)

    The FT-60R is an excellent HT ham radio. It is a dual band so you can work 2m(144) and 70cm(440). It is low power, so you may not be able to reach a lot of repeaters and simplex operation will be line of sight. Do remember, in order to transmit on this radio, you do need a valid FCC amateur radio license.
