tablets - gingerbread vs. ?? what' the best operating system for the money?

I am a 1st time tablet buyer and am looking to keep cost low but get the best I can for the money

Beauty is in the eye of the beholder!
Because you mention Gingerbread, I can only assume you are talking about tablets. You have to decide how much you are willing to spend on a tablet. If you bought a high end used tablet that could only upgrade to Gingerbread and compared that to a new low end tablet that ran one of the newer Android OSs, you would most likely be able to do more with the older tablet. Most Android software will run on most of the Android OSs. Now if you want to compare Android to ipads then you need to look at what apps you really need. A lot of app owners have created versions for both Android and ipad. Android lovers prefer Androids and ipad lovers prefer ipad, but if you don't have a preference your back to asking "what do you want to do with it?"
But in closing, the best answer to your question is not which OS, but which tablet.
