Skyrim Dragonborn or Dawnguard DLC?

I haven't played them through personally, but have watched my brother through the corner of my eye and I have to say that Dragonborn looks cooler. But from what I see, you can't actually fly dragons wherever you want, you can only watch the dragonborn fly on a dragon from point to point.
