It is a marine animal, just as much of a marine animal as seals and sea lions, which are classified as marine mammals. They spend most of their time in the sea, and only come ashore to breed. Not all penguins breed on ice, only the largest one does. The smaller species breed along the shorelines of islands and the southern continents.

I think penguins are not sea creatures because they just find food in the sea and they live on earth so no there not sea creatures....!!

I would call a penguin an aquatic bird, or a marine mammal. Because, they get all their food from the sea, they can be underwater for hours at a time, they are perfectly designed to diving and swimming under there.

Yes, because even though they walk on ice, then swim sometimes as well.
They are a part-time sea creature.
