Go easy on the expletives kid.Its not macho any more to swim in "f"s and "h"s. At least not in this forum. You are after all asking us to help you with your homework,aren't you? Show some respect.
What the president meant was that his administration is operating in such a way that it is easy for others
to see what actions are performed by his government. By 'rule of law' he meant those actions of his administration would be in a manner in which events conform to the law.In other words he is saying that his government will be clearcut and law abiding.
So I'd say poin 4 is more like it.

Transparency means no secret meetings, no hiding pet projects in other bills {like college funding is really a part of national healthcare !!!! } ; no dealing from the bottom of the deck {so to speak, using a poker analogy} ; tell the whole truth about Benghazi .... I am half white, but I will call myself an African American so blacks will think I understand the racial problems they and their forefathers have gone through and vote for me, expecting me to fix them.

Among other things, he says that if laws apply to private citizens, then they will apply to people in his administration.
For example, if Social Security payroll taxes and benefits apply to private citizens, then they will apply to Congress. Oops - this didn't happen.
