Community colleges offer degrees in various programs. My local college teaches basics to be able to cater, decorate cakes, food handling, etc.
Depending on the field you would love to focus for expertise, there are many opportunities to learn and train. There are chef institutes in several states (just Google), there are online courses, and I have also found video courses. Find your focus. Confections, Cakes, Cookies, Breads, and others could be a main interest. As a full fledged master chef, you will find that an intense training can take many months. I will share with you a fantastic book to give you chef's training at a fraction of the cost. See the below link. I got this book for the same reason you did. I love cooking, baking, anything to do with food!
This book covers everything you would experience in chef's training - less the pressure of having someone watching and grading your every move. Once you master everything in the book, there is certifications to achieve the credentials that some employers may seek. Or you may just decide to go into business for yourself :O)

Well i'll tell you this i came close to completing a "Commercial Cooking" course but i switched to visual Arts program, with that said depending on where you are you could find a course. Cooking in a restaurant is hard work it's not like it is on TV it's fast paced and you end up cooking all kinds of food you don't like and wishing you could just create. at least that was my experience and without completing the course I've held positions in several restaurants.
In closing don't be discouraged

No college/university/culinary school is needed. What you need is to get your hands dirty and work. When you turn 16 get yourself a job as a dishwasher at the nicest restaurant in your area. If you can handle washing dishes you can handle working your way up the ladder in order to become a chef one day.

I don't know much about collage considering I'm in the 7th grade, but I do know you can take classes if you'd like to be professional. I think being a chef is a great carrier choice and you should anything you you're willing to to become one :)
