Photoshop question??? help me out please?

so..... my friend send me a picture....this picture is quite unclear, misty...i mean, he specially made it uncertain (i don't know he used photoshop or something else), i can't clearly see what is written there...and it's quite important

i don't use Photoshop, so i don't know if there is any possible way to make a photo more clear. so i can see what is written there

i said that i don't know if it's possible...i don't know how to use photoshop

    Tell him to resend it more clearly beacause yhu can't read it:)
