Tail pipe not getting hot?

Well my tail pipe on my 89 Crx with a B16 swap(intake,header, chipped ecu, and a few other mods not worth mentioning) and my tail pipe inst getting hot at all. I can litterally put my entire hand on it for 5 minutes and it doesn't get hot. I am also getting water shooting out of it. I think it is condensation from the pipe not getting hot enough to burn the excess water away. I don't think it is a blown head gasket as my car doesn't overheat. So any reasons why it is not heating up to the correct temperature? I can't spot any exhaust leaks, but could possibly have one.

Update:

I am also missing 1 of 9 bolts to my header. That's why I say I might have an exhaust leak, but I doubt that is the reason for this.

Update 2:

Steve you are a moron. Normal op temperature is around 200F mine isn't even getting hot enough to burn off the water coming out. Not just normal condensation but puddles of water start to come out if left reving. So please don't give me your ignorant answer.

    It might be the intake giving in too much cool air and not allowing it to warm up

    Is it supposed to get hot? Do you want it to get hot? Why? that make it go faster?

    How is your car running? if it is running fine who cares if your tail pipe gets hot?

    And condensation out a tailpipe is normal.
