Do gun dealers have to pay for background checks?

If not, why couldn't there be a system for allowing potential gun purchasers at gun shows or on the internet be required to get pre-approved background checks?

    The gun dealer is charged for the background check, but they charge the buyer. The "gun show loophole" is mostly a myth. Some states allow individuals to sell guns to each other, and they sometimes meet at gun shows. The way liberals like to tell it, you would think that this is common at gun shows. The truth is all dealers at gun shows have to comply with the background check law.
