Maybe Gino Bartali in 1949 or 1948? Not sure, because the lettering on the jersey (from what we can see) doesn't seem quite right for Bartali. Goggles around the neck for decents or wind?

Probably not Bartali. That looks like an Orbea jersey, and Bartali never raced for them.
Seems about the right era, although Orbea had a long spell (1949-1963) where they didn't field a team:

Why, that's me two summers ago in the Adirondacks doing a cc camping trip with some friends and some terribly puncture prone but cOmfortable tires!
