1/ A corrupt political system where the majority of politicians are only there to feather their own nests.
2/ A population that will sell its' votes to whatever candidate offers it a handout.
3/ A political system based on Dynasty "his mum was President so I will vote for him"
4/ A population that cannot and will not follow rules/laws.
5/ Graft. Imagine P10,000,00 being allocated for road repairs and by the time it filters down to the contractor, it becomes P1,000,000.
6/ Religion constantly poking it's nose into political issues.
7/ Lack of employment.
8/ An ever expanding population.

If you need four.. I think you can think of other problems that arrives in the root of all Why Philippines is struggling to establish a stable Government.
ROOT CAUSE: "LACK OF NATIONALISM"
When you come to think of it. Many Filipino wants to study courses that will take them Overseas. You can interview some Filipino yourself their how they feel. They will tell you that I feel great because Im earning a lot abroad than in my home country but they can not see that when all intelligent Filipino get together I believe we only need 5 years then where on the First world Country. Lack of nationalism can affect politics and business. In politics if you lack nationalism you will tend to think of yourself not to serve the people or represent the people. Instead you will steal money because the common mind of every Filipino or I think its normal to the whole world the thought of "How to get Rich?" but if you want to be an instant millionaire you have to be in the Government. Sadly but its been the cycle here in the Philippines but the current administration is doing a great Job in this aspect.
In the Business aspect. Dont you know that Filipino they called themselves free but they are not because they LACK Nationalism. How? If you will see/study the Business structure here, for example Gold mining. Australia is destroying our lands just to extract Gold. Where do the Gold goes? it Goes to Australia. And what do the Australian do? they only pay taxes for their operation. Sadly but this is common in mining. Why this is happening? The government itself does not support its local citizen in opening business and they dont want to invest in technology when local Filipino wants to earn. You got to have a deep pocket in order to have the support of the Government. And regarding about foreigners opening business. Yes there is a 60-40 rule regarding business ownership when foreigners wants to open a business but if it is being observe tightly? The answer is no.
Basically the root is Lack of Nationalism.
I love my country and I want to say that I am free. If only all Filipinos will love it specially those decision makers. I think Filipinos will be heading to a great future.

1. Poverty
2. Education
3. Infastructure
4. Brain drain (the best people going overseas)
Not in that order. Corruption is a given, all countries have that.
