I believe they are called ESTOP laws. I may be wrong. They are not worth the paper they are written on because they rely on the honesty of the offender to report their addresses. There are hundreds of thousands of places to get email and internet access. All of it anonymous. The law is just feel good legislation and is used to make the public think their elected officials are doing something.
Heck, my PORCH has a Facebook page and blogs daily. Today it witnessed three Jays squawking at a cat. My porch as over 600 friends. More than I do.
