How do I get rid of in-game delay?

I received a "new" computer from my dear friends. Although it's a lot faster than my old one, there seems to be an issue when I play games, both offline and online. I'll try to explain the issue as best as I can.

When browsing the internet or just my files there's no problem, but once I start up a game I get a delay from both my mouse and keyboard. The mouse-cursor acts as it should but once I give a "command" (e.g. walking, casting, etc.) the "game", as it were, doesn't act out the "command" until after a 0.5 second delay. The same applies to any keyboard "command" (eg. typing, casting, etc.). Though this may sound as virtually nothing it really slows down game play and split-second reflexes are virtually useless. The games themselves run fine: no lag, normal frames, normal ping, etc.

In short, there's an in-game delay between "command" (mouse and keyboard input) and "action" (in-game representation of input).

I have tried:

- Putting all games into the firewall exceptions

- Installing the latest DirectX (DX 11)

- Installing the appropriate graphics card driver(s)

- Putting my mouse and keyboard in different USB ports

Possibly relevant information:

- It's a Logitech wireless keyboard and a Trust wireless mouse. I've had both on my last computer and both gave no problems at all.

- GFX card is a GeForce 8400 GS. Nvidia drivers have been installed.

- The games I've tried/tested it with are Path of Exile (online), League of Legends (online) and Titan Quest: Immortal Throne (offline).

Any ideas are welcome. I've already tried asking multiple people within my vicinity but none seem to have any idea what could be wrong.

Update:

The computer was a give-away from the brother of one of my mates who bought a new one recently. They put together some money, they cleaned it and replaced the harddisk and graphicscard. They emptied the harddisk, installed Windows 7, tested it to make sure it worked and they installed a few games for me. One game was also tested (LoL).

On the day I recived it they implored me not to forget to install drivers and anti-virus programs, which I did i.e. my drivers are up to date. And because their tests went fine, the problem has to come from me so unless you're trolling, Commander, don't tell me to punch the friends who've spent money, time and effort to help me out.

    Ok when you try next time go into the games settings and tone them down a little bit. Example in LoL it should have graphics shadow details ect. turn them down 2 or 3 notches. If that fails go into your task manager and click on processes. When thats up you should see alot of programs pop up close unwanted ones then find the games launcher like it may have LoLlauncher on one. Right click that one and set its priority to high. However if ones in steam just click on the game and click game launch settings and put this exact command: -high it will then run it as fast as it can. If none of these work it may be time to go back to a wired mousepad and keyboard. From past experiances I have done these objects with games like WoW or LoL and after I did it worked fine. Then my mouse and keyboard broke so now Im on an alienware laptop playing multiple things. If you have any professionals near your house take it to them in a day or 2 and see if they can help further

    How old is this computer? You should do maintenance on it(clean dust from inside, virus scan,ect). Graphic driver update.

    If you paid money for this computer, walk up to your friends, demand it back, then punch them in the teeth. They gave you a computer with an issue they knew about.
