That means that your CPU is running at or close to 100%. You could have a virus, a badly behaved program or, most likely, a lot of malware stealing resources. The racing sound is your fan operating at high speed to try to keep the CPU cool. Turn off the computer, open the case and use a can of compressed air to clear out the dust - especially around the CPU. Download the free version of advanced system care from IOBIT.com (sorry about the caps, defeats spell check) as that will help remove some junk. Spybot S&D will also help.

Something is using up all your computer's "power" for a lack of a better term. Hit CTRL ALT DEL and then when the task manager comes up, go to the Processes Tab and then click "CPU" so that the biggest number comes to the top under CPU. That will tell you what is making your computer run like that. Also look at the Mem Usage. Which one is sing the most?
