May I have an explanation of this political cartoon? Assad and "The Red Line"?

"I'm not crossing the red line, I'm following the white."

Update:

What I mean is, an explanation of what the red line is. And why Obama is depicted as painting a red spiral.

Update 2:

Thank you Bill.

Mark, I'm not trying to be devious or against anyone in any way. I'm just trying to understand the political cartoon that I've been laughing at for several weeks, and never really understood what was going on.

Semantics. Assad is not doing what he is supposed to do, and does not admit he is doing anything wrong. Obama is representing the UN, and painting a line that Assad must not cross or be attacked. Assad is still doing the bad stuff he does, while claiming he is not crossing the red line drawn by Obama.

'top contributor', huh ?? I'll consider your intent is to be evasive when the answer is so obvious.

What is to be gained by such a question ??
