You have not got the firstline right.It talks about a person who's name is tattvikan.There is no one named Tattvikan.
The sloka says Narada and Tatvikan are of same calibre but prahlada is better of the three Vishnu Bhaktas.

In this connection, ÅrÄ«la MadhvÄcÄrya quotes a verse from the Skanda PurÄá¹a:
á¹te tu tÄttvikÄn devÄn
nÄradÄdÄ«á¹s tathaiva ca
prahrÄdÄd uttamaḥ ko nu
viá¹£á¹u-bhaktau jagat-traye
There are many, many devotees of the Supreme Personality of Godhead, and they have been enumerated in ÅrÄ«mad-BhÄgavatam (6.3.20) as follows:
svayambhÅ«r nÄradaḥ Åambhuḥ
***Äraḥ kapilo manuḥ
prahlÄdo janako bhīṣmo
balir vaiyÄsakir vayam
Of the twelve authorized devotees—Lord BrahmÄ, NÄrada, Lord Åiva, Kapila, Manu and so on—PrahlÄda MahÄrÄja is understood to be the best example.
