Shall we settle the Bart Strike?

Who will settle this dispute? The Gov.? A just settlement for the taxpayer would be no raise for the rank & file with a 30% reduction in compensation for middle & upper management

Any other ideas that don't have tax payer/user consequences?

    Since the BART is a government enterprise, there is no good solution unless Gov decides to make users pay what it costs to run the system. Anything else costs the taxpayers.

    I think a good first step would be to end the "walking around naked" thing.

    It's San Francisco. Until the area is purged of ultra Liberal gay naked folks there is no hope. Because they vote.

    As Alexis De Toqueville wrote in the 1830s in "Democracy in America" Democracy will fail as soon as people learn to vote themselves largess from the public treasury.

    Also, it would be a good idea to keep the parks free of used needles.

    That whole part of USA is a den of iniquity and needs a tidal wave to kill the pathogens which infest it. Fortunately Lathrop and Manteca have a big hill on the I-205 to protect them but Sacramento is only 3 feet above sea level and the levies will fail so Southern California will die when the water stops.

    I suggest you flee to the real America and escape the Police State.
