legal question about use of a URL?
I own a cab company in Phoenix AZ ( http://www.paulstaxi.com/ ). Our major competitor is Discount Cab, who owns the URL www.discountcab.com. We recently purchased the URL
www.discount-cab.com. If we redirect this new URL to our site, can we be hit with a trademark infringement suit? (Discount Cab is trademarked)

Yes, this is considered a trademark infringement because you would be intentionally using their name in the form of a URL to divert their customers to your site, implying an affiliation or sponsorship that is completely false.
You would be immediately warned to stop doing than and then sued for damages and injunction if you don't cease and desist.
"Discount Cab" is a local trademark and you cannot use it for your own business.
Note that the Total Transit, Inc. dba Discount Cab in Glendale, AZ tried filing their own registered trademark in 2002 for the phrase "Free Ride Back", so they know something about trademarks.
Add: It may be worth noting that the AZ SOS office has DOZENS of "discount cab" registrations, any of which could be on the lookout for those trying to divert their business ("discount cab" scottsdale, mesa, phoenix, original, quality, Arizona, avondale, buckeyes,etc), not to mention any other similar companies in related markets.

You paid for the URL therefore you own the URL. Discount Cab can use a different URL like Discount-Cab.com
