Where was the International Space Station last week?
I think I saw it in the sky but not sure.
The time was around 11:00pm in Redondo Beach, California. It was Sunday, July 28th.
How do I find out where the Space Station was as that time?
I'm trying to find out where the Space Station was last week. In the past. Not where it is going to be in the future.

You should download Stellarium to be sure (it has loads of satellite data not just the ISS) and you can type in your home location and look back and forwards.
However I believe you did see the ISS it would have been breaking over the Southern horizon around 11:36pm July 28th your local time and setting in the Eastern horizon around where the Moon was rising around 11:45pm on the same day. Of course I'm only guessing as to the location of Redondo Beach California as about half way up the USA on the extreme west coast. I also made the assumption that you are on Pacific Daylight Time which is 8 hours behind our British Summer Time.

When you obtain predictions for a satellite or satellites on the Heavens Above site, there are 'back' and 'forward' buttons alongside the search period to enable you to move back in time as well as forward.
It appears that ISS was not visible from Redondo Beach at the time you stated:

Beware of going too far backwards in time using this method. The site uses current orbital elements for predictions and they will have changed sufficiently compared with (say) a month ago to give times which may differ by several minutes from what would have actually been observed.

It was where it`s been for the last 13 years and that is orbiting the Earth.
It is near impossible to tell that what you saw in the sky was the I,S,S because it just looks like any other Satellite going over the sky (so it was more likely it was just a satellite you saw.
But to find out if it was "down load" Stellarium it is a free program that shows you just about every major thing in the near vicinity of our solar system and just beyond.
