When a newborn baby is named something like 'Devious Retch' or 'Darken Eevle' or 'Krooket Kruell' or 'Nasticia Traytor' or 'Slimeus Poyzin'.........

............why don't the Jedi just toss them into prison to save time later?

    because it's a kids show and it's all scripted.
