Can You Twitter On a Desktop Computer?

I do not own a Cell Phone (never have) simply no High Speed where I live~

I am completely in the dark when it comes to "Twittering" my question is;

What can I do to be part of the Twitter on my Desktop Computer?

Update:

Please don't just give me a >link< tell me something about twitter and IF I can do what you can do

with your smart phone...toss me a bone here!

    Find that electronic mail and click on on the verification hyperlink. That would no longer work when you consider that these typically expire fairly rapidly. Return to Twitter and click on the Forgot Password hyperlink on the main logon page.

    Go to twitter.com on the Internet and sign up for an account.
