Obama wants to help out his rebel buddies but if it doesn't work out he wants someone to blame (as usual), and that would be Congress.

Obama does NOT need a declaration of war to send a military minimum invasive message to Syria, nor permission from Congress. But, to ans your question. In my opnion he has "punted" the issue to Congress to get him off the hook - just like ALL the other times he has punted! Did you notice he was in no hurry about calling Congress back into session. Within an hour after his Saturday statement he was out playing golf with Biden!

Slight edge to congress.
7 reasons to stay away from Syria
1) internecine conflict, non of our business
2) no viable ally to support on either side
3) no strategic or national security interest there
4) Lack of Islamist gratitude when US saves helps Muslims in the past (Kuwait, Kosovo, etc)
5) Islamists violating internatinal/humanitarian values.....again...."shocker"
6) Obama wants to save face after ad-libbing "red-line" comment (too little, too late-see above)
7) the heavy lifting required to actually "fix" this situation and "do the right thing" (as opposed to messing around and potentially opening up a can of WW3 worms for little or no gain) would never
garner enough enough support AND may not be logistically/strategically possible.

Even if congress does approve it, the ultimate decision is still Obama's. I'm fine with that.

I don't trust either. A situation as important as this should call for congress to be called back immediately and get off their useless asses and forget petty politics and say ATTACK because many people are dying every day while we do nothing.

At this point I don't trust either both are corrupt both are for self interest and ONE is afraid of THE ONE.

I don't think we should have a military response. If putting the question before Congress prevents that, for whatever "reason" (it's hard to talk of the GOP actually USING reason, ever), then that's fine with me.
