Do Jews believe in a personal God?

Not all people whose heritage practice that religion.

I suspect that some believe and some do not.

As far as intelligence goes, intelligent people play the odds.

Better to believe and have a positive social group with positive rules for behavior and with calming rituals and die and be wrong than to give up the positive benefits of belonging to that group and die and be wrong.

Jews believe in Yahweh, the fearsome God. He is revengeful and punishes the sins of one for generations. He is partial to the Jews. He doesn't tolerate idolatry. He traveled on clouds and was contained in the Temple of Jerusalem.
