Can I arrange pictures on a memory card so they will be displayed in a specific order on a digital photo frame?
The photo frame I have does not have a shuffle feature, and I don't want the pictures to go in order like they do now

I would open them in Photoshop Bridge (or even Irfanview, which is free), sort them to my liking, then batch rename them with numbers, i.e. start with 001, 002, etc.

The cheap ones have no control over the sequence and trying to work out why they choose the sequence they do is impossible! It may even be the sequence they were written to the card.
Look in the manual - you may find help there

Well perhaps if you name them and then put them in alphabetical order as you would on your computer that may work. I don't have a frame so I really have no idea but that just might do it.

Good luck. I haven't found a way for mine. It does have a chronological order feature, does yours?
