Why can I only answer 20 questions a day? And where in guidelines and site info. does it ever tell us that?
Seems to be a control issue rather than anything else. Can anyone give me a valid justification for this restriction?

It's here on the points and levels chart.it's an effort to control spam by limiting new members as you move up in level you can ask more, answer more and vote more, it's all in the chart

That is because you are only on level 1.
When you reach higher levels, you can answer (and ask) more questions daily.
