With the injuries and the financial cost, why haven't other 49 states followed NJ and adopt a similar law?
With all of the fatalities, injuries, and the high financial cost to our society, why haven't the other 49 states followed New Jersey's lead and adopt a law, similar to Maggie's Law?

Several other states have considered similar laws but enforcement is difficult as there is no current test to prove conclusively that someone is sleep deprived. This is unlike the situation with alcohol where accurate measures of BAC do exist and are readily available.
