No, I don't know this person personally. My university posted pictures from an event and I stumbled across a picture of a guy who was extremely adorable.
Can I just message him on Facebook, telling him he's attractive even though he doesn't know who I am, or is that just way off the creepy charts?

Well i`m a girl and i`ve had older men do that to me. Ithink in that case it`s more perverted
But in your case, i guess it`s okay..depending on how you message him.
