War 2 Victory Hack Tool, Does it even exist?

Every single site I have been to was a survey site, and even using real info (not mine, I know better) it never unlocks the download. I have never even SEEN a page saying "Ok your done". It Just pushes me into some other ad site as if the endless survey was not enough. The videos of it never show the actual download or show them load the game and use the bonus the hack tool supposedly gave them. I even encountered sites that let me download the "tool" but when it is opened it pushes you to a "update" page that guess what...requires a survey.

So does it really exist?

If you are going to waste time saying something about Cheater and blah, I will have you know I am trying to prove a player in my server has it and how to prove it. Also how much damage he can really do with it because he is moving at a ungodly pace of advancement and I need to know if it is a threat big enough to alert the G.M. with proof before he owns the Christmas merge.
