You're supposed to get your separation orders, return your ID to Admin, then be escorted off the base, unless you have a visitor's badge/access.
It depends on the date though - if you're getting separated on your EAOS date, you usually retain it. I still have mine from '88.

Yes; it even says it on the back that it is government property and it is issued to you for you to use but they want it back. You will surrender it at the time you outprocess and is one of the last things you usually do. You then have your out-processing paperwork and hopefully another form of ID to show and use if you need to do something before you are actually separated from the active military and are still on base and what not. Once separated they don't want you misusing it to gain access or selling it or giving it to someone else to use. Its a controlled item and they will take an even dimmer view of you and things if you suddenly have lost it just before you are being separated so you don't want to create any problems here for yourself. Hopefully you are not being separated for the wrong reasons and if caught fraudulently using it later you will get in more trouble. They keep a list of lost or stolen cards and that is one of the reasons for electronically scanning cards on entry now. It will show up and they will take it then and there and probably ruin your day besides so give it up when they ask for it.

They will take your ID before you complete your out-processing. If you qualify for Transition Assistance, you will be issued a new ID at the nearest military installation at your home.

Of course you give it back!
