post office cancellation date?

My husband and I are having a disagreement over the cancellation date that the Post Office stamps onto an envelope. My husband claims it has no meaning, it's just a date. I think it is the date that the envelope is received into the Post Office's delivery system. In otherwords, when you put an envelope into a blue mail box at 10:15PM on the 25th and it is picked up and taken to the Post Office at 12:15am on the 26th, that it will be stamped the 26th and sent out for delivery. He said they can put a cancellation on an envelope at any time they feel like it. My question then is if a tax return is required to be posted by Midnight on April 15 in order to be a timely filing, how do they know if you really mailed it on the 15th if they put the date stamp on the envelope at any point in the delivery process? Just wondering.

    An envelope dropped into a USPS collection box (blue mail box) before the last pickup time listed on the collection box will be taken to the local area post office associated with the box. Then all of the collected box mail will be trucked to the designated mail processing plant.

    At the mail processing plant, the mail will be sent through machines which will separate the mail (envelopes and packages) based on size. At this point in the sort process, letters are turned with addresses facing up and a postmark is placed across the stamp to show cancellation of postage; marking shows the USPS processing date and location.

    Using the example from the question, an envelope mailed on the 25th may show a cancellation mark for the 26th. Regarding the cancellation marks on mailed IRS tax refunds, the sender would need to take the envelope to a post office so the USPS facility can place either a machine or a hand cancellation mark on each envelope to ensure the envelope reflects the 15 April date.

    In large cities all across the United States of America, and even some smaller cities all across the United States of America the Main Post Office will stay open until 12 Midnight and take your tax form and date it. Check with the United States Postal Service to find out which Post Offices are open until midnight to take your tax form. You may have to travel some to get there, but you have the confidence that your tax form was postmarked before midnight on April 15.
