Is it too late to make a police report?
My Dad got into an accident a month ago and he failed to get a police report, what had happened was that a lady with no license ran a red light, while my dad was driving he couldn't stop in time and he hit her, his car is completely totaled, but he did not get a police report, is it to late to get/make one now? if not how do I go about making one?

That depends on department policy, but don't count on it. Once the cars are moved, there is nothing for the police to investigate so they probably won't take a report.
Your dad may wind up getting a ticket for failing to report it if he tries now.
All he can do now is file a lawsuit against the lady in small claims court.
