Why do the Cultists in Kuwait not pay for any Education or Land (Houses)?

Why is it that in Kuwait the Cultist simply goes to it's Government and requests a deed for a piece of land or a deed to attend a school and it's granted?

Is it because their Government is well-fed off the Life-Blood of the United States via the International Oil Market?

And the Leftist paying $4 a gallon for Gas?
