It sounds like a smear campaign to demonize certain 'target' nations. There are some very big names missing too. perhaps too big to pick on?

But its not surprising, when poverty, instability, foreign imperial powers use such countries to score points.
South Sudan, just became independent. Has resources. All foreign companies want to do business.

List looks right, when you consider that Somalia/Afghanistan/S.Sudan/Iraq don't really have a gov't.
The better question would be which developed or developing country has the most corrupt gov't. The US would have to be ranked highly there. Led the World in sending jobs/manufacturing overseas for the benefit of a bit of money. Many Euro countries followed this awful example too, but didn't so zealously cheer the decline of poor people, as the media is doing too well in the US.

The PCI has been around for some years.
I looked it up a while ago and it seems to be fairly well constructed. It is of course a PERCEIVED corruption index - based on a variety of indicators - derived mainly from those doing 'business' in such countries and the extent to which they experience demands for illicit backhanders, extortion, etc.
Somalia would of course rank worst because of the level of piracy, hi-jacking, kidnapping etc.
But it can only be a RELATIVE index ranking, since like any country's UNaccounted for illegal immigrants - black/grey markets - drug-related/arms/cash dealings - only very broad estimates can ever be made. Actual, real, recorded NUMBERS are obviously not easily available.
And when countries are in a state of conflict - tribal warfare, etc - corruption tends to go through the roof.

It's pretty accurate, it also shows you something.
The most corrupt, also have the most Vengeance-oriented justice system, which is the amazing blind-spot for most people, hard-judgement, and big-sentences create a more corrupt, more violent country, it doesn't actually protect the public, or limit crime.

DUHHHHHH? And it has been this way for eons. Nothing has changed. It is shameful..... the whole lot of them. Let us pray in earnest that these troubling times will improve for them and all of us and soon.
