Ryan has the best matchup, going against a weak Green Bay defense but he'll be playing in sub-freezing temps on Sunday.
Luck has been awful the last month, and faces a tough Cincinnati D, so Dalton might be a safe play. But the forecast calls for a 60% chance of freezing rain in Cincinnati on Sunday which could render both Luck and Dalton useless.
Keep an eye on the weather report until Sunday morning and then choose the best play between Ryan and Dalton. Luck is the riskiest play.

Luck: 17.9 pts per game - Cincy D: 14.1 pts per game allowed
Dalton: 15.6 pts per game - Indy D: 16.5 pts per game allowed
Ryan: 16.0 pts per game - GB D: 18.1 pts per game allowed
How they all have been playing as of late, and because of their opponents this week, i would personally start Matt Ryan or Andy Dalton.
