2 questions about monster effects in Yugioh!?

One: I'm using a Maiden Blue Eyes Deck and I have Maiden on the field, my opponent Tribute Summons for The Winged Dragon of Ra and makes its ATK 7000. He goes on to attack Maiden, so I use her Effect to Special Blue Eyes White Dragon from my hand... He says I cant because of Ra's effect, which is "U cannot activate card effects when this card is Summoned." I told him I can still activate Maiden's effect because its the Battle Phase. SO who is right?

2: When a card effect says once per turn u can detach one material to target ur opponent's monster and change it to defense... can u use it on both players turns or just on ur turn. The card one of my opponents used was The Meistroke the Djinn of Symphony or however its pronounced. I attacked a card with Blue Eyes and he used its effect to change blue Eyes to def. I told him its for his turn but he said it doesn't say... I told him it would say if u can use it on both players turns otherwise it would on the card... So who's right.

    1. Yeah, you're right, maiden's effect will work against Ra in the battle phase. This is due to the fact that maiden's effect goes off in the battle phase, and Ra's effect says cards and effects cannot be activated on its summon. After Ra has been summoned, you can activate card effects again.

    2. XYZ monster card effects being used on your turn or both turns can vary. But in your situation you are right, he cannot use Maestroke's effect on your turn. For the effect to work on both players turns, the card usually has to state "Once per turn, during either players turn". An example of this is the XYZ monster Tin Archduke, which also changes the battle position of monsters similar to Maestroke. If the card just says "Once per turn," the effect will only work on their turn. However there are some exceptions to this, one of those exceptions being the XYZ monster Chronomaly Crystal Chrononaut. His effect says "Once per turn, when this card is attacked", because of this, his effect works during the opponents turn, despite the fact that the card says "Once per turn,".

    1) You are right. The 'cannot activate card effects' effect is only for the immediate moment that the card is summoned (to stop things like Bottomless Trap Hole or Torrential Tribute. After all, think of how hilarious it would be for a God to just be stopped by a hole or a wave of water). After that very moment has passed, cards can be freely activated again.

    2) Varies by card. Usually, if you can do it during either turn, it will say "during either player's turn" or would imply it like being able to negate something or "when this card is attacked". In the case of Maestroke the Symphony Djinn, it can only be during its controller's turn, during the Main Phases ONLY.
