Is there a limit to cars per household in california?

My neighbor literally leaves nine cars parked on our block besides some very old non-ops that are parked inside his yard, its a small quiet neighborhood on other sides of the block there's tons of parking because everyone has a driveway but there's only two street parking spots in-front of my house I can't park in the driveway because my dad is constantly coming and going I've thought of going to the cops for this because its unfair that I have to park so far away just because I run a restaurant and come home late when every person in his family is already home and parked their cars (his son owns like four of the cars just for himself)

    If the street parked car has current registration then it's legal for them to park in on the public roads.

    And there is no limit on how many cars one can have. Jay Leno owns over 200 cars.

    Buy 2 small beaters and park it in front of your house. Just make sure it can run from the street to your driveway.

    Cars have to be moved every 24 hours or city streets, or face a citation.

    invest in a retired tow truck and pretend you have repo orders, most of em probably do anyway
