Hi, I am trying to figure out what this text effect technique is called.

To recreate this effect you have first to open an image (a landscape is better) in Photoshop. Convert the image layer from Background to Layer 0 by double clicking on its layer in the Layers palette.
Type now your text, then go to the Layers palette and drag the image layer above the text layer.
Open the Layer Menu and click on Create Clipping Mask. In the Layers palette right click on the image layer and select Duplicate Layer, then drag the Layer 0 copy below the text layer and set the Opacity of this layer to 60%. Select then the text layer and click into the small box were you read Normal: change to Multiply.
Go now to Layer menu > New > Layer. Drag the new layer above the others and fill it with white using the Paint Bucket tool, then drag it below the other layers.
